Capture template submit

Capture currently returns YAML, which is fine, but adds a step of figuring out how to submit that YAML. Capture should directly make a subclass submit task, configurable and ready to go.

This could/should be implemented as a Generator. Generate a submit task from a YAML config file, then hook in generation to Capture.
