Configuration Cleanup

Kind of a messy class. Really Configuration/ConfigurableClass should have a mechanism to overlay metadata on configurations. The attributes method is just not that good, and it encourages the mixing of contexts... indeed it may force it. To add the proper metatdata for the commmand line and for the server, all of the necessary flags need to be put into ConfigurableClass.
Maybe a MetaData class? Maybe a MetaData library?
