tap --version flag

The tap executable should have a top level version flag specifying the version of the tap gem to use. That way multiple, inconsistent versions of tap can be accessed from the same executable.

Reverted changes. Turns our Rubygems allows you do do this with a version flag as the first argument to tap (revision 255)
