default_command_path does not work for multiple envs

Or at least not by default (and currently not in the tap tests).
def default_command_path
%Q{ruby #{LOAD_PATHS} "#{TAP_EXECUTABLE_PATH}"}
end
This obviously only runs ruby, not ruby19 or jruby.
