Refactoring of Tap::Script and Tap::Support::ConfigurableMethods

A number of command-line related methods are spread across two different modules. These should be refactored.

Refactored to Tap::Support::CommandLine and Tap::Support::CommandLineMethods. Updated generators and commands as needed.
Due to the loss of Tap::Script, 0.9.1 is NOT BACKWARDS COMPATIBLE
