Apps and Root

Apps are Roots... is this really necessary? Maybe an app should have a root just like an environment has a root. One way or the other, app initialization needs to change. It just doesn't feel right and it isn't consistent with configurable, or with it's parent class.
I'm also suspicious of Exe, which always seems to be getting in the way.
