math operations for Constant

Constants would benefit tremendously from math methods... essentially making them a kind of Numeric.
Heck, maybe Constant should inherit from Numeric outright. The value would be the base numeric value; math operations could be modified to properly add/propogate uncertainty and to convert units as necessary.
